When visiting a site that you know to be safe and trusted and you click a link to download a file, the file does not immediately download and your browser displays a message stating "<FILE_NAME> can't be downloaded securely"
From there one must click the 'More actions' button (three ellipses) and select 'Keep' in order for the file to actually be downloaded.
